Installation: Open file using WinRar (You can download WinRar at http://www.rarlab.com/) and extract the BSP file into C:\Program Files\Steam\SteamApps\\Counter-Strike: Source\CStrike\Maps Then run Counter-Strike: Source and create your server, the map should now be in your map list, if not go to the console and type in 'map de_dev_city' and the next time you run a server it should be in the map list.
