This once vibrant bay has fallen on hard times. Once a bustling tourist hotspot, it now lies abandoned and neglected, with empty buildings and boarded-up storefronts. Despite its derelict appearance, the area has caught the eye of wealthy investors, who plan to develop it into a luxury resort that caters exclusively to the elite. The terrorists see this as an egregious display of economic injustice, with the privileged few exploiting the resources of the many for their own gain. Determined to prevent the construction from ever taking place, the terrorists have infiltrated the bay to plant explosives along the sewage lines, causing a catastrophic explosions that will disrupt the plans of the investors. Their mission is to send a message to the investors that the people will not stand idly by while they trample on the rights of the less fortunate. As the countdown to detonation begins, the counter-terrorists must work quickly to stop the terrorists and save the bay from destruction.
